Strathmore RCMP members attended a rural property in Wheatland County on September 13 to follow up on a recent check of an area habitual offender where another offender may be found in violation of recent release conditions.

When the RCMP arrived they located one of the offenders asleep in a running vehicle, a 2012 Ram pickup truck and a 2019 Acura MDX parked beside it were confirmed to be stolen.

The occupant in the pickup truck was placed under arrest. A search of the vehicle uncovered open liquor, a prohibited weapon, unlawfully possessed identity documents; and break-in instruments such as crowbars, bolt cutters, and reciprocating saws commonly used to steal catalytic converters.

“Our members remain persistent in their crime reduction efforts which include active monitoring of habitual offenders in our service area. In this case, those efforts resulted in the recovery of stolen property and additional charges laid on those allegedly responsible," said Staff Sergeant Mark Wielgosz Detachment Commander with the Strathmore RCMP.

Both vehicles were recovered and returned to their owners. The lone occupant Hayley McGowan a 27-year-old resident of Wheatland County was held for a bail hearing on 11 new charges consisting of:

  • Possession of Property Obtained by Crime Over $5,000 X 2;
  • Possession of Break-in Instruments;
  • Possession of a Prohibited Weapon;
  • Failure to Comply with a Release Order;
  • Unlawful Possession of an Identification Document X2; and
  • Possession of Property Obtained by Crime Under $5,000 X 4.

McGowan was later released on a cash deposit. At the time of her arrest, she was at large on a Conditional Sentence Order which stemmed from convictions on 41 charges involving property crimes, failure to comply with release orders, failure to comply with probation conditions, fraud, and flight from police.

She was also at large on another release order involving violence and weapon offences from another matter.

The other offender the RCMP were looking for was identified as Kevin Prouse a 36-year-old with no fixed address. A warrant has been obtained for Prouse’s arrest on six new charges including Possession of Property Obtained by Crime Over $5,000 and Failure to Comply with a Release Condition X 5.
